California Solar Utility Interconnection Guide: Navigating SCE, PG&E & SDG&E Rule 21

Securing municipal building permits is only half the battle when deploying solar and energy storage systems in California. The second and often more challenging hurdle is obtaining Permission to Operate (PTO) through California Electric Tariff Rule 21 administered by Pacific Gas and Electric (PG&E), Southern California Edison (SCE), and San Diego Gas & Electric (SDG&E).

1. Rule 21 Initial Review & Fast Track Screens

Applications submitted through utility portals undergo automated Fast Track engineering screens (Screens A through M):

• Screen A (Generating Facility Type): Certified inverters under UL 1741 SB / SA with smart inverter functions enabled.
• Screen D (Aggregate Generation): Ensures total distributed generation does not exceed 15% of the 12kV distribution line section peak load.
• Screen F (Short Circuit Duty): Confirms fault current contribution remains within substation equipment ratings.

2. Integration Capacity Analysis (ICA) Maps

Before designing commercial arrays or large storage systems, engineers should consult utility ICA maps to evaluate local grid capacity:

1. Thermal Hosting Capacity: Identifies feeder transformer headroom without triggering substation upgrades.
2. Operational Flexibility: Assesses whether utility switching operations could curtail generation.

3. PTO Expedited Checklist

To eliminate utility redline notices, ensure submittal packages contain:

• Final signed AHJ building inspection card (Job Card).
• High-resolution photographs of the main service panel, generation meter socket, and AC disconnect placarding.
• Matching Single-Line Diagram (SLD) reflecting as-built equipment ratings and breaker positions.
